What is a JPG to PDF converter?

A JPG to PDF converter takes one or more JPG (or JPEG) photos and places them, one per page, inside a single PDF document. Instead of attaching ten separate phone photos to an email or a form, you send one file that opens in the same order on every phone, laptop and printer. This MavexTech JPG to PDF converter runs completely in your browser using the open-source pdf-lib library, so your photos are never uploaded to a server, there is no sign-up and no watermark is added to the pages.

It is built for everyday jobs such as turning photos of a handwritten assignment into one submission, combining scanned pages of an agreement, sending receipts to an accountant, or joining the front and back of an ID card into a single document for a KYC upload. PNG files and WEBP files are accepted too, so a mix of screenshots and camera photos is not a problem.

How to convert JPG to PDF

    1. Add your photos. Click the upload box or drag JPG/JPEG files onto it. You can add more files at any time; each new file is added to the end of the list.
    2. Put the pages in order. Every thumbnail shows its page number. Use the ↑ and ↓ buttons to move a photo up or down, and Remove to drop one you do not need.
    3. Choose the page size. Fit to image makes every page exactly the size of its photo. A4 or US Letter places each photo on a standard paper-sized page.
    4. Pick orientation and margin. For A4 and Letter, Auto turns wide photos into landscape pages and tall photos into portrait pages. Margins add white space around each photo: Small is 0.25 inch, Large is 0.75 inch.
    5. Name the file and convert. The name is pre-filled from your first photo; change it if you like and click Convert JPG to PDF. The PDF downloads straight away and the result box confirms the page count and file size.

    How the conversion works

PDF pages are measured in points, where 1 point = 1/72 inch. An A4 page is 595.28 × 841.89 points (210 × 297 mm) and a US Letter page is 612 × 792 points (8.5 × 11 inches). The tool reads each photo's pixel width and height and then:

    • Fit to image: creates a page of (image width + 2 × margin) by (image height + 2 × margin) points, so one image pixel becomes one point and the photo is shown at full size with no scaling.
    • A4 / Letter: swaps the page to landscape when needed, subtracts the margin on every side and scales the photo by scale = min(available width ÷ image width, available height ÷ image height). The photo is then centred, so it is never stretched or cropped.

Worked example. A 3000 × 2000 px landscape photo on A4 with Auto orientation and a Small margin (18 pt): the page becomes landscape, 841.89 × 595.28 pt. The usable area is 805.89 × 559.28 pt. The scale is min(805.89 ÷ 3000, 559.28 ÷ 2000) = min(0.26863, 0.27964) = 0.26863, so the photo is drawn 805.89 × 537.26 pt and centred vertically with 29.01 pt above and below it. With Fit to image and no margin the same photo becomes a single 3000 × 2000 pt page instead.

JPG data is copied into the PDF as-is (the PDF stores it with the same DCT/JPEG compression), so the photo is not re-compressed and does not lose any more quality. Two exceptions are handled for you: photos that carry an EXIF "rotate" flag from a phone camera are redrawn upright first, and WEBP images are converted to JPG at 92% quality because PDF cannot store WEBP directly. PNG files are embedded losslessly.

    Common uses

    • Assignments and notes: photograph each handwritten page, add them in order, choose A4 with a Small margin and upload one PDF to the class portal.
    • ID and KYC documents: combine the front and back of an Aadhaar, PAN or driving licence image into a two-page PDF.
    • Expense claims: join receipt photos for a month into one file for your finance team.
    • Property or product photos: use Fit to image so each photo keeps its full resolution for on-screen viewing.
    • Printing: choose A4 or US Letter so the printer does not need to scale anything.

    Tips for a better PDF

    • Crop photos of paper documents before converting; the background table or bedsheet otherwise ends up on every page. Our Image Crop tool does this in the browser.
    • If the PDF must be under an upload limit, shrink the photos first with the Image Compressor or compress the finished file with Compress PDF. Because JPGs are embedded without re-compression, the PDF is roughly the total size of your photos.
    • Use Fit to image for photo albums viewed on screens, and A4/Letter when somebody will print the document.
    • Already have some PDFs? Convert the photos here, then join everything with Merge PDF.

    Limitations and notes

Everything happens in your browser's memory, so very large batches (for example, a hundred 10 MB photos) can be slow on older phones; split them into smaller groups if the page becomes unresponsive. The tool does not run OCR, so text in the photos is not searchable or selectable. Animated images only contribute their first frame. If a JPG cannot be read directly by the PDF library, the tool automatically redraws it through your browser and embeds a fresh 92% quality copy instead. The pdf-lib library is loaded from the jsDelivr CDN the first time you open the page; your images themselves never leave your device.

    Frequently asked questions

Is this JPG to PDF converter free and private?

Yes. It is free with no sign-up and no watermark. The PDF is built inside your browser with the pdf-lib library, so your photos are never uploaded to MavexTech or any other server.

Will converting JPG to PDF reduce photo quality?

No. JPG data is placed into the PDF without re-compression, so each page shows the original pixels. Only photos with an EXIF rotation flag and WEBP files are re-encoded (at 92% quality) so they display correctly.

How do I change the order of pages?

Use the up and down arrow buttons next to each thumbnail. The page number on each thumbnail updates immediately, and the PDF is created in exactly that order.

What does Fit to image mean?

Each PDF page is made exactly the size of its photo (plus any margin you choose), with one image pixel equal to one PDF point. There is no white border and no scaling, which suits photos viewed on screen.

Can I convert PNG or WEBP images to PDF here?

Yes. PNG files are embedded losslessly and WEBP files are converted to JPG first, because the PDF format cannot store WEBP data directly.

Why is my PDF file so large?

Because the photos are not re-compressed, the PDF is about the same size as all your photos added together. Compress the photos first with an image compressor, or compress the finished PDF, if you need a smaller file.

How many images can I convert at once?

There is no fixed limit. The practical limit is your device memory; a few dozen phone photos work well on most computers, while very large batches are faster if split into smaller PDFs and merged afterwards.
